The conditions of the appearance and the dynamics of the behaviour of the polarization singularities (C-points) originating in a cross-section of the beam at double frequency generated by reflection of the elliptically polarized Gaussian beam from the surface of isotropic medium with spatial dispersion of the quadratic nonlinearity have been studied. It is shown for the case of small divergence angle of the incident beam, that there exist special polarization state of this beam resulting in the C-point appearance in the center of the second harmonic beam. Slight variations of the angle of incidence of the fundamental beam when its polarization state is fixed or, otherwise, variations of the polarization at fixed angle of incidence result in a shift of the C-point from the center of the second harmonic beam.

Keywords : second harmonic generation, elliptically polarized light, Gaussian beam, spatial dispersion, polarization singularities.
